2014 East Regional Soccer League Reschedule Policy
As Approved at the December 12, 2012 BoD Meeting
The primary objective of the ERSL is to provide participating teams with scheduled league play within the context of the OSA’s Pyramid For Play. In addition, the ERSL seeks to support the participation of players in district, regional, provincial and national team programs and competitions (e.g. The Ontario Cup). Consequently, the league’s reschedule policy has been formulated to address circumstances beyond participants control (weather related), as well as the objectives of supporting individual player development. In addition, the reschedule policy has been formulated to allow teams to participate in other activities such as sanctioned tournaments and team travel opportunities, recognizing the primacy of league play.
Notwithstanding the Reschedule Policy, the ERSL expects teams to make every effort to adhere to the league schedule as originally published. It is expected that should reschedules become necessary, teams will work cooperatively to reschedule games as quickly as possible. Additionally, given the realities of our short season, summer vacations and school activities, teams are expected to utilize every tool available to them (call ups, TRPs, Trial Permits), as well as scheduled practice time/facilities, to not only adhere to the published schedule but also arrange reschedules as quickly as possible.
1. Reschedule by the League
Games will be rescheduled automatically by the League if:
a) At the discretion of the Referee, they are postponed due to inclement weather or unplayable field conditions;
b) A game is postponed at the discretion of a park official responsible for the operation and maintenance of the field with the authority to close the field to soccer use; and
c) The Referee does not appear within 20 minutes of the scheduled kick-off time and no other Referee is available to replace him/her.
2. Request to Reschedule – Team Choice
A team is permitted one (1) reschedule per season according to the following procedure:
a) Listed team official notifies the ERSL of requirement to reschedule through the ERSL website a minimum of 6 days prior to the game day. For example; a game scheduled for Monday June 9th would require notification by midnight Monday, June 2nd. The League will notify the opposing team immediately;
b) No weekend games can be rescheduled. Changes to weekend games can be made for any reason prior to the first day of the season; and
c) Requests for Team choice reschedules must be made before August 1st of each season. Scheduled games after August 1st can be rescheduled, but they must be rescheduled prior to August 1st.
3. Request to Reschedule – Other
A team may request to reschedule additional game(s) only for the following reasons:
a) A team has two or more of its players selected to participate with a CSA, OSA or District team, or participate in university tryouts, within 24 hours of a scheduled League game. The Team must advise the ERSL of the reschedule request at least 48 hours in advance of the scheduled kick off;
b) A team is scheduled to participate in an Ontario Cup game 48 hours prior to a scheduled ERSL game. The Team must advise the ERSL of the reschedule request at least seven (7) days in advance of the scheduled kick off;
c) A team submits, by May 1st, an exemption request by email, due to the entire team traveling (travel period may not exceed three (3) weeks). A request received after May 1st will not be accepted;
d) For games scheduled on a weekend - A team submits, by May 1st, an exemption request by email, due to a team’s entry into a tournament. The ERSL may request a copy of the tournament entry form to verify the request. Each team shall be limited to requesting an exemption for a maximum of three (3) weekends. A request received after May 1st will not be accepted;
e) A team has Monday night as its regular game night, and submits by May 1st up to one additional exception request, due to a team’s entry into a tournament the preceding weekend. The ERSL may request a copy of the tournament entry form to verify the request;
f) A team has Tuesday night as its regular game night, and submits by May 1st up to one additional exception request; due to an entry into a tournament the preceding weekend which includes games on the Monday. The ERSL may request a copy of the tournament entry form to verify the request;
g) An U18 team may request reschedules for games scheduled after August 20th, due to the departure of players for college and university. These requests must be submitted within one week of the draft schedule being released;
h) All teams may request to move weekday games scheduled between EODSA and SOSA teams for the entire season. These requests must be submitted within one week of the draft schedule being released;
i) All teams may request to move weekday games scheduled before the fourth Friday in June where the one way travel time exceeds 75 minutes one way. These requests must be submitted within one week of the draft schedule being released. Travel time is calculated by using http://maps.google.com/ and entering the Club's home address for the Start address, and the address of the game field for the End address;
j) A team is scheduled to participate in an ERSL Cup game 24 hours prior to a scheduled ERSL game. The Team must advise the ERSL of the reschedule request at least seven (7) days in advance of the scheduled kick off; and
k) If Canada Day falls on a regular game day, all teams may request to reschedule the game. These requests must be submitted within one week of the draft schedule being released.
4. Process for Setting the Rescheduled Game Date/Time
a) The rescheduled game shall be rescheduled within 14 days of the approval of the request to reschedule, and must be played before the division end-of-season date as defined in the Bylaws. If the request for reschedule is for either of a team’s last two (2) regularly scheduled games, the rescheduled game must be played before the originally scheduled game date;
b) Teams may not accept a reschedule, or schedule another game, on the same day they had previously asked to have a game to be re-scheduled;
c) When a game is rescheduled for any reason the home team shall be responsible for initiating the reschedule process. Both teams must cooperate to complete the reschedule process;
d) The teams must cooperate to establish a reschedule date. At a minimum, the Home team is required to provide three (3) dates, on at least two separate weekends, for the Away team to choose from;
e) Reschedules for U18 teams must be played before August 21st;
f) Once the game is agreed upon:
I. The Home team must send an email to the Away team that shall include the following details:
new game date
II. The Away team must forward the email to the league at GM@ersl.ca (cc the Home team) indicating their agreement. The ERSL now has confirmation from both teams that the date is acceptable.
Note: If this process is not followed the game will not be scheduled/rescheduled.
g) If the teams cannot agree on a date within 14 days of the approval of the request to reschedule, the team responsible for the initiating the reschedule process shall report the problem by email to the ERSL and include emails documenting their attempts to reschedule. The ERSL will determine if the teams have made reasonable attempts to reschedule and the following action will be taken
I. In the opinion of the ERSL, both teams made reasonable attempts - the ERSL will request three dates from the Home Team and request the Away Team to select one of the three;
II. In the opinion of the ERSL, only the Home Team made reasonable attempts - the ERSL will request one date from the Home Team and schedule the game;
III. In the opinion of the ERSL, only the Away Team made reasonable attempts - the ERSL will request one date from the Away Team at their home field and schedule the game;
IV. In the opinion of the ERSL, neither team made reasonable attempts - the game will not be played, neither team will be awarded points, and each Club will be charged a $50 administrative fee.
Note: The ERSL will judge “reasonable attempts” at its sole discretion. However, multiple emails in which Team 1 is only available on dates a, b and c, and Team 2 is only available on dates x, y and z, regardless of which team is the home team, or which team requested the reschedule, do not constitute reasonable attempts.
h) After August 20th , and if the game has no impact on relegation and promotion, the ERSL reserves the right to record the game as not played with no points awarded to either team and the standings will show that each team has played one less game than all other teams.
