ERSL Promotion and Relegation Policy – 2014

The following amendments to the existing ERSL Promotion & Relegation Policies were developed by the EODSA, in consultation with the SOSA. This policy is applicable to the 2015 season only.

This policy will be amended before the start of the 2015 season to provide Promotion & Relegation Policy for the 2016 and future seasons.

Part A -- General Policies

1.     The Promotion and Relegation Policies are applicable to EODSA Teams/Clubs. SOSA will use Technical Leadership to determine the placement of SOSA Regional Teams in all regional divisions.

2.     Clubs eligible for promotion shall receive the offer from the League not later than October 15 and will be required to declare their intentions with respect to the promotion, no later than 14 days after the offer is made. Clubs shall be provided 7 days to respond to any additional promotion offers that are made after certain Clubs have declined the initial offer.

3.     Each Club shall be limited to a maximum of two Regional teams, regardless of OYSL relegation, L3 performance, and possible L4 promotion.

4.     First place L4 teams that are ten points clear of the second place team MUST accept promotion.

5.     Teams that are the L4 champions in two consecutive seasons MUST accept promotion.

6.     Where a playoff is required to break a tie in the standings where promotion eligibility is at stake, the game shall be played under the conditions specified in the tie-breaker procedures of the ERSL’s Rules and Regulations.

7.     If either or both Teams that are required to play a tie breaker-game in accordance with Article 6 fail to do so within the timelines established by the ERSL, the Team(s) SHALL forfeit their eligibility for promotion in the subsequent season to the higher level division.

Part B – U

The policy used to determine the selection of teams to populate the U14 Regional divisions is published separately on the ERSL website.

Part C -- U15 to U

1.     For U15 to U17, EODSA teams relegated from the OYSL are entitled to a position in the appropriate Regional division.

2.     The top team(s) from Level 3 may accept promotion to OYSL.

3.     The first and second place EODSA teams from L4 Divisions are offered promotion into the Regional League. If promotion is declined, the offer of promotion shall be extended to the next EODSA Club(s) as long as the EODSA Club(s) is within six points of the last eligible EODSA Club to qualify for promotion.

4.     Following the application of Article 1, Article 2 and Article 3, if there are more than eight EODSA teams in a Regional Division, a sufficient number of EODSA Teams shall be relegated to the District Competitive League to reduce the number of EODSA teams to eight teams.

5.     Following the application of Article 1, Article 2 and Article 3, if there is an EODSA vacancy in a Regional Division, then any additional EODSA team(s) from L4 (e.g. 3rd place, then 4th place, as long as they are within six points of the last eligible EODSA Club to qualify for promotion) will be offered promotion to the Regional Division to increase the number of EODSA teams to eight teams.

6.     A club that decides not to field a team in a Regional Age Division for which the Club had an established Team Position Status in the previous season, then that Club SHALL forfeit its Team Position Status (TPS) in the Regional division.

7.     Once the ERSL is advised that the Club is disbanding or withdrawing its application for a team for which it had a TPS, the ERSL may, at its sole discretion, assign the forfeited TPS to any other eligible Club/Team;

Level 4 Update

The Level 4 Regional Competition is eliminated in 2015. There will be Regional and District Competitive male and female divisions for U14-U18 age groups moving forward. L4 teams from 2014 not earning promotion for 2015 and all the 2014 L5 teams will populate the 2015 District Competitive League.
